Pomana is a WordPress theme for running raffles, prize draws and competitions on WooCommerce. Tickets are sold as products, each purchase receives its number, multiple entries per person are allowed, there is an instant win option and the winner is selected from the admin.

The technical side is handled. What decides whether the project is viable is something else, and worth looking at before buying anything.

Selling tickets for a prize draw is a regulated activity

Across practically all of Europe, and certainly in Spain, distributing prizes by chance among people who have paid to take part falls under gambling, and doing it without the corresponding authorisation is not a minor administrative irregularity.

There are several distinct legal forms and each has its own regime: raffles and tombolas, draws for charitable purposes, competitions with an element of skill, and free-entry promotional draws. The requirements, the authorising body and the tax obligations differ between them and between regions. It is a conversation with an adviser before building the site, not after selling the first ticket.

There is also an immediate practical consequence: the usual payment gateways expressly exclude gambling and lotteries in their terms. Even if onboarding works at first, a later review can close the account with the money inside.

Prizes are taxable too

Above certain amounts there is an obligation to withhold tax, pay it over and inform the winner. That falls on the organiser, not the winner, and it applies even when the prize is goods rather than cash. Handing over a car without having planned for that is the organiser's problem.
