If your traffic comes from different places. That is where targeting pays for itself: the message for somebody arriving from a social network is not the one for somebody arriving from a search with buying intent.

About licensing and the GPL

The code is distributed under the GPL licence and its use is free. Updates, support and activation against the maker's servers are separate services contracted with them. They are not the same thing, and buying one is not buying the other.
